Schuylkill County Treasurer Jacqueline V. McGovern is retiring.
The county’s senior row officer announced Wednesday that she will not seek re-election when her term expires at the end of the year. McGovern, Auburn, has served five terms in office.
“After 20 years of service to Schuylkill County, it is with mixed emotions that I have decided to retire at the end of this term,” McGovern said in a prepared statement Wednesday. “It has been a privilege and an honor to serve as Treasurer of Schuylkill County. These have been some of the rewarding years of my career. With the help of an excellent staff, I was able to transform the row office from the Stone Age to the 21st century.”
Under McGovern’s leadership, the county treasurers office has implemented a tax collector’s manual for Schuylkill County Tax Collectors; automated and established an online reporting system for tax collectors; initiated auditing of tax collectors to ensure greater accountability; identified and eliminated costly duplications of tasks within the office; computerized handling of small games of chance and bingo licenses; enrolled in online banking for county bank accounts; utilized issuing of fishing, hunting and doe licenses through the Pennsylvania Automated Licensing System (serving as a test County for the PALs system); subscribed to E-payment Dog Licensing system to allow for online issuing of dog licenses; and expanded payment options for licenses, taxes and other County receipts through the E-payment Now Credit Card system.
McGovern was instrumental in hiring a professional management team to oversee county pension fund and improve returns on county investments; developed relationships with local financial institutions to maximize interest on county accounts; streamlined office duties to ensure more cost-effective government services; reached out to other county departments to enhance services to the public; and added equipment to refine such tasks as counting money, transmitting information and shredding documents.
“Thank you for your trust, it has been an honor to serve for the past 5 terms,” McGovern said.
