Shenandoah fills vacant seats on council

SHENANDOAH — The borough council held a special meeting Monday to fill three posts held by Donald E. Segal, who died April 25.

Segal, 81, was the president of the borough council.

After a moment of silence for Segal at council chambers at 15 W. Washington St., council Vice President Leo Pietkiewicz said: “I’d like to ask for a motion to appoint John Thomas to fill his council seat.”

Thomas resides in Turkey Run, Pietkiewicz said. Thomas was not present at the special meeting.

Segal was also a member of the Municipal Authority of the Borough of Shenandoah and the Shenandoah Sewer Authority.

In the same motion, Pietkiewicz recommended he fill the vacancy on the municipal authority and council member Roseanne C. Mychak fill the vacancy on the sewer authority.

Council member Paul L. Holland made the motion. It was seconded by Robert D. Mychak. In a voice vote, it was carried by all members of the council present, including Pietkiewicz and Roseanne Mychak.

Only those four council members were present at Monday’s special meeting.

The council is dealing with the absences of two others.

In October 2016, council member Ronald L. Mickalowski told Mayor Andrew Szczyglak he planned to resign.

“Ron Mickalowski has never submitted his letter of resignation. We notified him by mail for it, but he has never submitted the letter of resignation. He’s still considered an active councilman,” Pietkiewicz said.

In late April, council member Marlana Buhl took ill and has since been admitted to a hospital.

On Monday, Pietkiewicz did not have much information on Buhl’s condition but said, “I believe she’s in pretty rough shape.”

Immediately following the special meeting, the council held a public workshop to discuss matters that will be on the agenda for its next regular meeting, which is scheduled for 7 p.m. May 15.

Szczyglak recommended the council consider naming Pietkiewicz as council president at that meeting.

“You guys appointed Mr. Thomas to fill out the term for Mr. Segal. I don’t know if you can do this or not. But you’re technically vice president. Wouldn’t it be beneficial if we could make you president and we can make somebody vice president? So if you have to work or something, somebody can run the meeting,” Szczyglak said.

“We can do that at the next meeting if you want to,” Pietkiewicz said.
